Why are the New Forest ponies tails cut so badly?
Every time we visit I see New Forest ponies with their tails cut with chunks out of them.

Why is this done and who does it?

The answer is that each New Forest pony is "marked" in this way to confirm it has been inspected in the yearly health check. How the tail is cut shows which Agister looks after it, and which specific area of the New Forest it roams in. If it was involved in an accident and had wandered into another Agisters area it would be easy to contact its owner more quickly by this identification method.
